The proposed project encompasses the entire Hi-Desert Water District service area as it currently exists. The Hi-Desert Water District is located in the south desert portion of the County, generally west of the Joshua Tree Community Plan area and the Joshua Basin Water District, north of the Joshua Tree National Park, northeast of the Morongo Valley Community Plan area and the Morongo CSD, east of the unincorporated community of Pioneertown, and generally south of the Bighorn Desert View Water Agency and Flamingo Heights and Landers areas.
