The Lyons Avenue At-Grade Rail Crossing/Extension project is the first component of a two-component project (the North Newhall Specific Plan project) that focuses specifically on the at-grade rail crossing proposed at Lyons Avenue. This proposal includes a request to create a new at-grade roadway crossing of the Southern Pacific Railroad tracks at Lyons Avenue. As part of the new rail crossing request, the City proposes to close the existing 13th Street crossing, located approximately ¼-mile to the north of Lyons Avenue. The Lyons Avenue/Dockweiler Drive extension/connection is identified in the City's General Plan Circulation Element and would create a four-way intersection at Railroad Avenue and provide vehicular and pedestrian connectively between Downtown Newhall and the North Newhall area. As part of the Lyons Avenue At-Grade Rail Crossing/Extension component of the project, the City of Santa Clarita will be preparing an application to the California Public Utilities Commission (CPUC) for approval of the proposed Lyons Avenue crossing and 13th Street closure. Requirements of the CPUC application include detailed design and analysis of the proposed crossing, lane configuration, signal timing, gate design, traffic study/analysis, and certification of the EIR. Approval of the at-grade crossing by the CPUC is a central component in the development of a Specific Plan for the project area. If an at-grade crossing is not approved at Lyons Avenue and an alternative is adopted, the General Plan Circulation Element would need to be reconsidered and possibly amended. Once the City ascertains the ultimate location of the rail crossing into North Newhall, a detailed land use plan with specific use types, internal roadway networks, pedestrian/trail networks, etc. would be prepared around the ultimate roadway configuration and rail crossing.
