Reasons for Exemption
The State CEQA Guidelines provide a series of statutory exemptions for projects that have been involving the installation of new pipeline as long as the project does not exceed 1 mile in length. The proposed installation of the Airlane Capital Replacement Project pipeline replacement improvements has been determined to have no potential to cause significant adverse effects on the environment and will ensure the project area water distribution system will operate at a higher level of capability and safety. The exceptions to the issuance of statutory exemptions have been evaluated for the proposed project activities. The proposed installation and operation of the replaced pipeline has been determined not to have potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts, is less than 1 mile in length and qualifies with the requirements for a statutory Exemption.
