The EXEMPT status of the project is provided for in Section 15320 of Article 19 (Categorical Exemptions) of Title 14 of the California Code of Regulations, which exempts reorganization of local governmental agencies where the changes do not change the geographical area in which previously existing powers are exercised. The transfer affects the school district status of 7 homes in a cul-de-sac where all other portions of the development are included in the boundaries of the district receiving the transferred territory (Romoland School District). All students in the affected area are currently attending the Romoland School District.
