Document Description
Riverside Unified School District is proposing to modernize Mountain View Elementary School. The proposed project would occur within the confines of the existing campus and consists of the development of a new single-story classroom building containing six classrooms and a single-story library building, expansion of the existing administration office, and creation of a new parking lot/bus loading area at the northern portion of the site. The new circulation plan would separate the parent and bus loading areas; parent loading would occur in the new parking lot, and bus loading would remain in its current area at the front of the campus. The new library and classroom buildings would be immediately south of the new parking lot. The classroom building would replace an existing modular building, a former barrack from the Camp Anza Army Base that contains five classrooms. The existing library consists of two former classrooms that would be converted back into two classrooms. The proposed project also includes the removal of three portable classrooms. There would be no net change to the number of classrooms or the capacity of the school.

This proposed project is exempt from further environmental review under the requirements of the California Environmental Quality Act (Public Resources Code Sections 21000 et seq.) because it is consistent with Categorical Exemption Class 14, as specified by CEQA Guidelines: Class 14 consists of minor additions to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25% or 10 classrooms, whichever is less. (CEQA Guidelines ss 15314) The proposed project is the development of a new classroom building containing six classrooms, a new library building, a new 400-square- foot expansion of the existing administration office, the removal of three portable classrooms, and a redesigned internal circulation plan that proposes a new parking lot and bus loading area at the northern portion of the site. The project would not change the number of classrooms at the school. All improvements are within the confines of the existing school grounds. Since project implementation would not increase student capacity by more than 25% or 10 classrooms, the project is exempt from further environmental review in accordance with the California Environmental Quality Act.
