The proposed project involves an update to Housing Element of the City of Ojai's General Plan. The proposed Housing Element establishes programs, policies and actions to generally further the goal of meeting the existing and projected housing needs of all family income levels of the community, and specifically to provide evidence of the City's ability to meet the City's regional fair share of housing needs through the year 2014.
The EIR focuses on the proposed Housin Plan of the 2006-2014 Housing Element, and in particular two primary components of the Housing Plan: 1) address housing needs through the existing housing stock; and 2) identify sites sufficient to accommodate housing needs for the balance of goals not achieved through existing housing. Through these approaches the City plans to meet the City's Regional Housing Needs Assessment target of 427 housing units. These programs are the focus of the EIR analysis because they have the potential to result in impacts to the environment.
