Document Description
Proposal by the San Luis Obispo County Department of Planning and Building to update the Housing Element in accordance with the State mandated 5 year update cycle. The Housing Element is one of the seven required elements of the San Luis Obispo County General Plan. Its purpose is to 1) facilitate the provision of needed housing for all income levels, and 2) meet the requirements of State law (Government Code Section 65583). Housing Element law requires that each jurisdiction plan for its Regional Housing Needs Plan (RHNP) allocation, as adopted by the San Luis Obispo Council of Governments. The RHNP adopted by the San Luis Obispo Council of Governments (SLOCOG) in 2013 details the number of units the County and cities must plan for over the 5 year period from 2014-2019. In this time period the County must plan for 1,398 new units comprised of a mix of extremely low, very low, low, moderate, and above moderate income housing. The County's allocation is not a mandate to construct housing units, but ensures that adequately zoned sites are available to address anticipated housing needs over the next five years. The 2014 Housing Element Update retains the basic content and format of the existing Housing Element with the revisions focusing on specific requirements prescribed by State housing law. Most of these changes are minor in nature, focusing on income definitions, affordable sales prices and rents, current population related information, minor changes in local housing needs, and current housing market conditions.
