Document Description
The Housing Element is an integral component of the City's General Plan. The Housing Element addresses existing and future housing needs of all types for persons of all economic groups in the City. The Housing Element is a tool for use by citizens and public officials in understanding and meeting the housing needs in Upland. The State Legislature has mandated that a Housing Element be included in every General Plan since 1969. The Housing Element is on of the 7 required elements in a General Plan. The Government Code sets forth the legal requirements for a Housing Element and encourages the provision of affordable and decent housing in all communities to meet statewide goals. Specifically, Section 65580 states the Housing Element shall consist of "[...] an identification and analysis of existing and projected housing needs and a Statement of goals, policies, quantified objectives, financial resources and scheduled programs for the preservation, improvement, and development of housing." The Housing Element must also contain a 5 yr housing plan with quantified objectives for the implementation of the goals and objectives described in the Housing Element. State Law requires the Housing Element be updated every 5 years (the current cycle is a 6 yr period 2008-2014).
