Document Description
The Santa Monica-Malibu Unified School District ("District") developed the Malibu High School Football Lighting Project to use portable field lights at the Malibu Middle and High School main athletic field ("Athletic Field") for night football practices and games. On July 1, 2009, the District adopted Resolution 08-49 to adopt the Mitigated Negative Declaration ("MND") and a mitigation monitoring and reporting program and to approve the Malibu High School Football Lighting Project ("Approved Project"). However, upon application, the California Coastal Commission ("Commission") denied to remove the field lighting restriction from the District's existing Coastal Development Permit ("CDP"), citing that the Local Coastal Program ("LCP") absolutely prohibited such lighting despite the permit restriction.
Thereafter, the City of Malibu pursued an "LCP Amendment" to allow night lighting of the Athletic Field. On October 5, 2011, the Commission approved the LCP Amendment and also removed the field lighting restriction from the District's CDP.
