Zoning Designations: City of Newport Beach Open Space Active (OS-A) (13.7 acres); County of Orange Zoning Designation Local Business with an Oil Production Overlay (C1(O)) (5.2 acres) The approximate 18.9 acre site would be constructed as a City park with active and passive recreational uses and a park access road; the road would be constructed through the contiguous private property (Newport Banning Ranch) to the west. No nighttime lighting other than for public safety. The park would include 1 youth baseball field, 2 youth soccer fields, playground/picnic area, overlook area with shade structure, memorial/butterfly garden, pedestrian pathways, bike racks, restroom facilities; parking lot with 75 spaces and 22 spaces along the park access road. Off-site widening of and signalization on West Coast Highway which requires Caltrans approval. Use of the Newport Banning Ranch property to stockpile export dirt associated with grading activities.
