Document Description
The purpose of the proposed project is to replace the 12" water main along an approximate 4,200 feet of 16th Street in the western portion of the City of San Bernardino Municipal Water Department's service area. The proposed pipeline alignment is located within the paved right-of-way (ROW) of the existing 16th Street alignment, which is a two-lane paved ROW along this segment of the roadways.

The State CEQA Guidelines provide a series of statutory exemptions for projects that have been defined by the CEQA statue as not being a "project" subject the law's requirements. The proposed replacement of the 12" water main in 16th Street meets the criteria defined in Section 21080.21 of the statute and 15282(k) of the Guidelines. Therefore, it is not a project and is exempt from the requirements of the California Environmental Quality Act.
