Document Description
The project consists of removal: of two failed sack concrete retaining walls and replacement with gabion basket walls to provide slop stability; realignment of an existing 36-inch drain pipe within the creek channel; installation of two catch basins with 200 feet of curb and gutter to collect surface water on Bay Street along the southbound lane; replacement of the inlet concrete headwall within gabion wall; and replacement of an 18-inch storm drain with the same size pipe. Project grading is limited to 52 cubic years of net excavation (75 cubic total yards of excavation with 25 cubic yards of fill) in two small limited areas. Invasive, non-native plant species will be removed, and new landscape planting will be installed to restore the area with native species, consistent with recommendations in the City-adopted and Coastal Commission-certified Citywide Creeks and Wetlands Management Plan (2008).

Reasons for Exemption
The project is a repair of existing storm drain facilities. The proposed project is exempt under Section 15301, Existing Facilities and 15302, Replacement or Reconstruction. The project consists of repair to existing public facilities with minor addition of storm drainage catch basins, curbs and gutters. The replacement of the failed concrete sack retaining walls will have the same purpose and capacity as the facilities replaced. None of the exceptions to the exemptions under section 15300.2 of the State CEQA Guidelines apply to the proposed project. The project would not result in significant impacts or contribute to significant cumulative impacts as the site is located in the median of a road right-of-way in a developed urban neighborhood. The proposed project would not result in impacts on a resource of critical concern. A biological review of the project concluded that no listed or special status species would be encountered or impacted by the project due to the disturbed condition of the onsite habitat and location between culverts within a roadway median strip. The project site is not located adjacent to a scenic highway, and the project would not damage scenic resources. No historical resources would be affected by the project, and the site is not hazardous waste site.
