- Due to low flow conditions, on March 16, 2009, City of Los Angeles, Department of Water and Power (LADWP) filed a petition with the State Water Resources Control Board (State Water Board) requesting approval of a Temporary Urgency Change to Licenses 10191 and 10192 pursuant to California Water Code section 1435. The petition request (1) authorization to lower the required baseflow releases to Rush Creek by 14 cubic feet per second (cfs) (from 36 cfs to 22 cfs) during the period March 16, 2009 through May 15, 2009 in order to conserve water in Grant Lake for maintaining lower temperature flows for downstream fisheries later in 2009; and (2) change Lee Vining Creek baseflow and ramping requirements.

- The proposed temporary change in Rush Creek instream flows from those required under Decision 1631 and Order 98-05, and the resultant decrease in minimum baseflows, would conserve water in Grant Lake for later release to benefit the Rush Creek trout fishery. This will assure maintenance of public trust resources. The project involves negligible or no expansion of an existing use.
