Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement number EPIMS-RIV-16658-R6, pursuant to section 1602 of the Fish and Game Code to the project applicant Kendra Hannah-Meistrell. The Project proposes to impact streams as part of an overall road improvements, including to the construction of a new interchange, at French Valley Parkway at I-15, along with enhancements to facilitate improved operations on the existing mainline facility. French Valley Parkway would be constructed as a six-lane arterial highway from Jefferson Avenue to Ynez Road. Auxiliary lanes would be provided in both the northbound and southbound directions, and up to three-lane collector distributor (C/D) system would be constructed parallel to I-15 between the I-15/I-215 confluence and Winchester Road in the northbound and southbound directions. Phase II of the Project would construct two12-foot-wide lane northbound C/D system along I-15 from the Winchester Road interchange northerly on-ramps to just north of the I-15/I-215 junction with connectors to I-15 and I -215. To accommodate construction of a two 12-foot-wide lane C/D system, widening of the bridge decks over Warm Springs Creek and Santa Gertrudis Creek by approximately 15 feet and less than 5 feet is proposed. Construction at Warm Springs Creek (Phase II) Construction of the widening of the Warm Springs Creek Bridge crossing in the northbound direction involves building two abutments and six bents, with each bent consisting of seven, 1.5-foot octagonal drive pile extension columns in the stream. Bridge construction will require a temporary construction access path across the stream and may require temporary flow diversion if flow is active. This portion of the Project would impact 0.56 acres of streambed and associated riparian habitat. Construction at Date Creek (Phase II) Construction of the extension of this offsite drainage system involves installation of a 20” long concrete transition structure and extension of the two culverts (48” and 66” Reinforced Concrete Pipe) under the proposed I-15 northbound collector distributor. The area will then be regraded for proposed roadwork and adjacent drainage channels matching pre-project drainage patterns. This culvert extension may require a temporary flow diversion if flow is active in the 78” offsite reinforced concrete pipe. This portion of the project would impact 0.05 acre of streambed and associated riparian habitat.Construction at Harveston Creek (Phase II) Construction of the extension of this offsite drainage system involves installation of a 20” long concrete transition structure and extension of the two culverts (54” & 84” Reinforced Concrete Pipe) under the proposed I-15 northbound collector distributor. The area will then be regarded for the proposed roadwork and adjacent drainage channels matching pre-project drainage patters. This culvert extension may require a temporary flow diversion if flow is active in the 96” offsite Cured-in-Place-Pipe (CIPP). This portion of the project would impact to 0.02 acre of streambed and associated riparian habitat. Construction at Santa Gertrudis Creek (Phase II) Widening of the Santa Gertrudis Creek Bridge crossing in the Northbound direction involves building two abutments and six bents with each bent consisting of seven, 1.5-foot octagonal driven pile extension columns. Bridge construction will require a temporary construction access path across the creek and may require temporary flow diversion if flow is active. This portion of the project would impact 0.51 acres of streambed and associated riparian habitat
