Housing Element Implementation Program, Including: 1) the Establishment of a High Density Multiple Residential (RM-24) Land Use District; 2) Land Use District Changes to Designate 20+/- Acres on Site 1 as High Density Multiple Residential (RM-24), and Designate 4+/- Acres as Neighborhood Commercial (CN), 4.5+/- Acres as Institutional (IN), 11+/- Acres as Open Space (OS), Remove the Agricultural Preserve (AP) Overlay District Designation, and Establish an Improvement Level 1 (IL-1) Designation; 3) the Establishment of Development Standards That Allow Development By Right of Emergency Shelters in the Service Commercial (CS) District; 4) the Establishment of Locations and Development Standards for Single-Room Occupancy (SRO) Facilities, Transitional Housing Units, and Supportive Housing Units; 5) the Establishment of Bonus Density Provisions, and Reasonable Accommodation Procedures for People With Disabilities; and 6) Procedures for an Inclusionary Housing Program within the Redevelopment Project Area. The Land Use District Changes are located at the NE Corner of Oak Glen Road and Colorado Street; the Development Code Amendments Apply to Multiple Residential (RM) and Service Commercial (CS) Land Use Districts, and the Redevelopment Project Area.
