The proposed Hydrostratigraphic Field Program (hereafter "HFP") encompasses the drilling of eight to ten boreholes utilizing the hollow stem auger method to the depth of approximately 150 feet (msl) within existing paved or dirt roads within Fort Ord Dunes State Park in order to evaluate the existence of the postulated low-permeability layer at the base of the dune sands for consideration of the envisioned MPWMD 95-10 Desalination Project.

Reasons for Exemption
The activities associated with conducting the geotechnical borings will be temporary in nature, and the boreholes will be drilled along established paved roads or within existing dirt access roads, thereby limiting potential impacts. After reaching final depth, the drilling auger will be removed. Each borehole will be backfilled with cuttings or low permeability materials as appropriate, and sites will be restored. Therefore, the proposed Hydrostratigraphic Field Program represents a minor and temporary alteration to land and will be for the distinct purpose of information collection.
