Document Description
The Draft 2030 General Plan provides the fundamental basis for the City's land use, development and conservation policy, and represents the basic community values that will guide the City's growth through 2030. This 2030 General plan addresses all aspects of development including: land use, community character, housing, open space, natural resources and conservation, public facilities and services, safety, and noise. A comprehensive update to the Circulation Element was not included in this Draft 2030 General Plan as this Element was adopted by the City Council in 2005 and amended in 2008, and is therefore not considered part of the project. The complete Project Description is contained in Chapter 3 of the San Carlos Draft 2030 General Plan EIR.
