Document Description
The proposed project involves construction of a new plant for the production of drinking water and wastewater purification products. The new products would be liquid in form and would include ferric chloride, ferrous chloride, ferric sulfate and ferrous sulfate. These products are predominantly used in the purification of both municipal wastewater and drinking water. Nearly every municipality in the southern California area uses one or more of these products in their municipal drinking water and wastewater treatment plant. Raw materials used in the manufacturing process would be delivered primarily by rail. Finished products would be shipped from the site as liquids primarily in bulk truck tank wagons. There would also be some product shipments to customers in rail cars. Many of the raw materials and products are considered hazardous because they are acidic in nature. The only raw material or product that would require any special permit is the handling of liquid chlorine in tank cars.
