Amend the 1992 Hemet-Ryan Airport Comprehensive Airport Land Use Plan by amending the definition of "Places of Assembly" in Section II.E. on page 13 to be based on occupancy level per square foot (pursuant to the Building Code) and total square footage, rather than on an occupancy capacity of 50 persons. As the revised definition is less restrictive than the existing definition, the amendment could serve to release existing constraints on commercial and industrial development by increasing the likelihood that such proposed land uses would be found consistent with the HRACALUP.
