This EIR analysis focuses upon potential environmental impacts that could arise from implementation of the project through development of the land uses within the General Plan Planning Area (Planning Area) as regulated and guided by General Plan policies and action items, through updates to the Zoning Ordinance, and through implementation of the Three Corridor Specific Plan. The EIR adopts this approach in order to provide a credible worst-case scenario of the impacts resulting from project implementation.
