Document Description
The project is an amendment to the Granite Esparto Long-Term Off-Channel Mining Permit (Zone File #2007-071) approved by the Board of Supervisors on November 8, 2011 (Minute Order No. 11-126). This original permit authorized Granite Construction Company to mine and process approximately 1,000,000 tons (a maximum of 870, 000 tons sold) of sand and gravel on an annual basis from a 313-acre mining area on a 390-acre site immediately east of their existing Granite Capay mining site under the careful regulation of the County’s mining program. The County also certified an Environmental Impact Report (“EIR”) in conjunction with its original approval of the permit on November 8, 2011. On February 21, 2023, the Yolo County Board of Supervisors (via Minute Order No. 23-15) adopted Ordinance No. 1560 approving the First Amendment to Development Agreement No. 11-165 (Agreement No. 2351), which deleted Section 4.2.3 from the agreement to conform to other operator’s development agreements of the County’s mining program, and adopted Resolution No. 23-31 which approved a minor modification to the Granite Esparto Long-Term Off-Channel Mining Permit to amend Condition of Approval No. 24 to remove the deadline for completion of the proposed bank modifications. Pursuant to Section 15162 of the CEQA Guidelines, the County determined that approval of the above-listed actions was within the scope of the original EIR, and that no further environmental documentation was necessary.
