The proposed Project is to revise the solid waste facility permit (SWFP) for the Ridgecrest Recycling and Sanitary Landfill (RSLF), Permit No. 15-AA-059, to increase the disposal area, capacity, and lifespan by vertically expanding over the existing unlined refuse area of the Ridgecrest RSLF beyond the current permitted elevation, horizontally expanding through the installation of a landfill liner for new waste disposal cells, and then filling within the newly lined waste disposal cells up to the proposed increased permitted height. Additionally, the proposed Project will apply for a Conditional Use Permit, and amend the Kern County General Plan and Appendix E Map to have a compatible and consistent general plan designation and zone district for the site.
