The project could not result in significant adverse impacts because construction of the model air park would require only minor grading to construct surface improvements and impacts to sensitive resources or special status species would not occur, and because the proposed Variance to surfacing requirements to allow for construction of parking and circulation areas with double chip seal in place of asphaltic concrete or Portland cement concrete would not result in adverse impacts to soils or erosion because the all weather surfacing will be adequate to support the low intensity use as a private model air park.
