Project consists of minor alteration of existing public facilities involving no expansion of use beyond current levels; reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity; construction and installation of a limited number of new small facilities; minor alterations in the condition of land that does not involve removal of healthy, mature scenic trees; included as: "modification of existing facilities for handicap access," "installation of park facilities such as interpretive panels, signs, and fencing," and "trail construction and realignment," on the Department of Parks and Recreation's list of exempt activities, in accordance with CCR section 15300.4.
