The applicant is requesting (1) a change in zone classification from A to C-1 PD, (2) a Conditonal Use Permit to allow a Labor Union Hall for the Kern County Firefighter's Association, and (3) a Zone Modification to allow a fence height of 7'4" where 6 ft and 4 ft are the maximum heights permitted, and 246 parking spaces where 270 are required. The proposed development would include a 7,000 sf Union Hall, a 2,160 sf bank, a 4,440 sf office area and a future 6,600 sf restaurant. A third of the total site would be landscaped. A block wall ranging from 6'8" to 7'4" would be constructed along the western property line.
