Document Description
HWD has agreed to sell to PG&E, or PG&E successors and assigns, up to 25 acre-feet (AF) annually of HWD's CVP Project Water Supply, for use at PG&E's proposed Power Plant in Colusa County. In order to effectuate HWD's sale of Project Water to PG&E for use at the Power Plant, HWD, along with GCID, the County and PG&E are entering into this Agreement, which sets forth the terms and conditions under which HWD will transfer to the County up to 25 AF annually of HWD's Project Water for the County's delivering to PG&E. The Agreement also provides for GCID to deliver up to 130 AF annually of GCID's Project Water for delivery to PG&E. PG&E will pay for all of the water supplied to the Power Plant, in accordance with the Agreement.

CEQA does not apply to actions undertaken by a public agency relating to any thermal power plant site or facility. PG&E's Power Plant project has been subject to the CEQA-equivalent review conducted by the CEC (see Public Resources Code Section 25500 et seq.; CEQA Guidelines Section 15250, 15251(k).), and the above-referenced project involving the water agreement between GCID, HWD, PG&E and Colusa County is, therefore, exempt.
