Document Description
The project consists of approving a Class 1 permit modification to Crosby & Overton, Inc. RCRA Hazardous Waste Facility Permit. The modification consists of replacing tank 1067 with an equivalent tank. Tank 1067 is part of the facility's tank system authorized to treat hazardous wastewater. Tank 1067 is the discharge tank that holds the treated wastewater for testing prior to discharge to the POTW in accordance with the Facility Industrial Wastewater Discharge Permit.

Reasons for Exemption
1. The tank replacement will not alter the existing facility operating conditions; it will not require changes in the facility closure plan; contingency plan, waste analysis plan, inspection procedures, and emergency procedures.
2. The new tank will function in the same manner as the existing tank. Feed systems, safety cutoffs, and process flow for the unit will remain the same.
3. The tank replacement will be placed in the same location as the existing tank, although the footprint will slightly change in dimensions, the secondary containment will not be negatively impacted. The secondary containment will slightly increase adding more capacity to capture any release or spills.
4. All tanks and treatment operations are located within a secondary containment area. Any leaks, spills, or surface water runoff will be collected in the secondary containment unit and analyzed prior to disposal. Therefore, the tank replacement will not adversely impact the water hydrology of the site.
5. The throughput capacity of the wastewater treatment system is not changing; therefore, there will not been an increase in traffic in the local community.
6. The tank replacement does not change any treatment process nor does it affect the waste management practices or standards currently being practiced at the facility. Therefore, the tank replacement will not result in an increased capacity or change in the facility operation.
7. The facility is an existing facility in an industrial area of Long Beach and no new construction or change to existing permitted activities will take place. Therefore, no changes to existing environmental conditions are expected to occur.
8. There are no projected consumption increases to any of the utilities (waste sewer, electricity, and natural gas) that currently serve the site.
9. This project will not have an adverse impact on adjacent properties. The site operations have been in use for more than 25 years and it is located in an industrial area.
10. The site is not on Hazardous Waste and Substances List pursuant to Government Code section 65962.5
Based on the nature of the project, the proper management of hazardous waste, and the fact that there will be no changes to existing operations, there is no possibility that a significant effect on the environment will occur.
