Issue a temporary, three-yr, non-exclusive right of entry permit to the DWR to allow DWR and its contractors access to a state-owned railroad right of way (under jurisdiction of the State Dept of Parks and Rec) for the purpose of conducting field investigations, including ground surveys, engineering, biological, geological, archaeological, floral and faunal studies, phase 1 environmental assessments and other incidental purposes as may be necessary.
