Document Description
The project consists of the installation of an ultraviolet (UV) disinfection system that will replace the existing chlorine disinfection system at the treatment plant and reduce disinfection byproducts in treated wastewater discharged to the Russina River, as required by Regional Board Waste Discharge Requirements (WDRs) Order No. R1-2003-0026, which serves as the District's National Pollutant Discharge Elimination System (NPDES) Permit (No. CA0024058). The UV system will be designated so that disinfected effluent meets California Code of Regulations, Title 22 requirements for reuse and NPDES permit requirements for river discharge. The Project will be installed on approx. 8,000 sf of previously developed land within the treatment plant boundaries.

Reasons for Exemption
The project consists of the replacement of existing utility systems and public facilities at the same site and with substantially the same purpose and capacity as the facilities being replaced, and involves no expansion of capacity. The project will replace the existing chlorine disinfection system without increasing the capacity of the wastewater treatment plant. The project similarly consists of the minor alteration of public facilities and mechanical equipment, involving no expansion of use of the wastewater treatment system. Finally, the project includes minor alterations to land that will not involve removal of trees, including minor grading and trenching in existing paved areas, roadways, and other developed areas. All project work will be conducted within the footprint of the existing treatment plant facilities in previously distrubed areas.
