Document Description
GHCSD owns and operates the domestic water system for the Golden Hills community. GHCSD has applied for a grant from the Department of Water Resources ("DWR") that would provide partial funding for a GHCSD project to purchase and install approximately 2,000 automatic meter readers ("AMR") water meters to replace older existing conventional meters. The AMR meters will provide continuous flow data for each water connection. The purpose of the meter replacement project is to reduce water consumption and reduce demand on the GHCSD's water supplies.

Reasons for Exemption
CEQA Guidelines Section 15302© for Class 2 Categorical Exemption provides for a replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to… © replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. CEQA provides that a lead agency may determine an activity to be exempt from CEQA based upon the general rule that CEQA applies only to projects that have a potential for causing significant environmental impacts. Where it can be seen with certainty that there is no possibility that the activity in question may have significant effect on the environment, the activity is not subject to CEQA. GHCSD finds that the proposed water meter replacement project has no possibility for significant effect on the environment for the following reasons:
a. The project is consistent with the GHCSD's objectives to conserve water and to reduce the costs to its water customers,
b. The project is a replacement of existing GHCSD water distribution facilities and does not increase the capacity of the system, and
c. No adverse environmental impacts have been identified for the project.
