The proposed subdivision is located in an urbanized area of the city in an Industrial General Plan Land Use Designation and Zone, is consistent with the General Plan and Zoning Code, does not involve the creation of more than four lots (one lot, 16 units proposed), has not been previously subdivided within the past two years and has an average natural slop of less than 20 percent.
