Reasons for Exemption
Section 15301 of the California Environmental Quality Act (CEQA) consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Section (c) of 15301 allows for existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities (this includes road grading for the purpose of public safety). The proposed project is for the installation of a Class II/Class III bikeway, route signage, and bicycle parking within the existing Caltrans right-of-way located in the Fort Bragg City limits. The proposed improvements will have no impact on the vehicular capacity or function of the existing right-of-way and will meet all required design standards.
