NOTE: Extended Review The Sonoma County Waste Management Agency is a joint powers authority composed of the County of Sonoma and the nine incorporated jurisdictions within Sonoma County: Cloverdale, Cotati, Healdsburg, Petaluma, Rohnert Park, Santa Rosa, Sebastopol, Sonoma and Windsor. SCWMA has prepared this DEIR to assess the environmental effects of the construction of a new compost facility in Sonoma County that would replace the existing composting facility at the Central Disposal Site. SCWMA, as the Lead Agency responsible for administering the environmental review for the proposed project, determined that preparation of an EIR is needed because the project has the potential to cause significant effects on the environment. The proposed project would process (either through windrow or aerated static pile [ASP] methods) up to 200,000 tons of compost materials per year. The new compost facility may be selected from the three sites studied at project-level in this document.
