Document Description
The Project consists of a Major Amendment to the CESA ITP referenced above as originally issued by CDFW to Alta Wind X, LLC; Alta Wind XI, LLC; Alta Wind XIII, LLC; Alta Wind XIV, LLC (Permittees) for the Alta South Wind Energy Project in May 2013. The ITP as originally issued authorizes take of Bakersfield cactus (Opuntia basilaris var. treleaasei) and desert tortoise (Gopherus agassizii), species designated as endangered and threatened, respectively, under CESA, Major Amendment No. 1 revised the Project Description in order to separate the Project into two sequential construction phases and also fixes an error in the amount of listed on-site temporary habitat impacts. Phase 1 of the Project will consist of the construction of a 4.75-mile long portion of the total 7.6-mile, 230-kilovolt (kV) generation tie line and its associated access roads. Phase 2 of the Project will include the construction of all remaining Project components, including the remaining 2.85-mile generation tie line, 37 WTGs, 2 collector substations, meteorological towers, on-site and off-site access roads, fencing, communication cables, collection systems and laydown area. CDFW issued the original ITP and approved Major Amendment No. 1 as a responsible agency under the California Environmental Quality Act (CEQA) relying on an Environmental Impact Report (EIR), EIR Addendum and Supplemental EIR prepared and certified from the Project by the lead agency, County of Kern.
