Document Description
The District intends to increase new user connection fees for water service as described in the Memorandum dated August 26, 2008. The connection fee increase is intended to provide funds to implement capital improvements to meet on-going regulatory requirements to provide reliable water service to District customers. Capital improvements will allow the District to serve build-out capacity based on growth stipulated in Local Coastal Plan and Sonoma County General Plan.

Reasons for Exemption
The rate increase is intended to allow the District to make system improvememnts to continue to supply water to existing customers and to comply with on-going regulatory requirements, as described in Section 15273(a)(4). Additional capacity projects will bring the District into compliance with the Safe Drinking Water Standards that require water supply to be able to match peak demands without reliance on storage, as required by the California Department of Public Health, and are not proposed to facilitate additional growth beyond that currently planned for.
