Document Description
The project would result in stabilization of a approximately 870 feet of the eastern perimeter of the lower lagoon at Castaic Lake. This would be accomplished by construction of revetment along this shoreline to provide enhanced shore fishing opportunities in this recreation area. Limited grading and filling of the shoreline would be required, followed by the placement of a permeable filter fabric, and placement of a rock layer. Work would be done utilizing environmental protection measures and in accordance with the terms and conditions of an ACOE Nationwide Permit, 401 water quality certification and lake/streambed alteration agreement. Park improvements above the shoreline would include new picnic areas, repaving of the parking lot, replacement of sidewalks and improvements above the shoreline would include new picnic areas, repaving of the parking lot, replacement of sidewalks, and fencing.

Reasons for Exemption
The proposed shoreline stabilization would be reconstruction of an existing structure, located on the same site, and result in the same purpose and capacity as the existing site. The existing shoreline and adjacent recreational area will be repaired to prevent erosion and scouring. Rock revetment would enable increased fishing from the shoreline. This capacity is limited by the parking lot which will not change in size. The project includes measures to prevent or minimize environmental impacts during construction.
