Reasons for Exemption
The Conditional Use Permit would allow a restaurant and the sale and serving of on-site alcoholic beverages. Though a restaurant is an allowed use, the sale and serving of alcohol requires the approval of a Conditional Use Permit. With a Conditional Use Permit, the use is consistent with the Dinuba General Plan designation and zoning classification. The use of Section 15301, Existing Facilities, is applicable and appropriate as the use will occupy a building previously used as a restaurant.
