General Plan Amendment, Zoning Ordinance Text Amendment, and Initial Study/Negative Declaration to update the Growth Management, Traffic and Circulation, and Parks and Recreation Elements of the General Plan in compliance with Measure J-Contra Costa's Transportation Sales Tax Expenditure Plan; and to remove the 25% non-retail use limitation in the Mixed Use designation from General Plan Implementing Policy 4.6-I-21 and allow flexibility in the Zoning Ordinance to exceed the 25% non-retail use limitation with a Minor Use Permit.
