- The housing element, one of the required elements of the General Plan, is a plan for meeting the existing and projected housing needs of the City. This update is required by State law to plan for the period from 2006 to 2014. The Housing Element Update deals primarily with administrative and financial matters that could not have a physical effect on the enviornment. However, the Update also contains programs for changing the Municipal Code to remove constraints on housing development and identifying at least one zone to accommodate a year-round emergency shelter for the homeless. These changes would not change the density nor intensity of development allowed under the existing zoning regulations. Therefore, they would not have an effect on the environment.
