Document Description
The proposed action represents Tier ll of a two-phase process. Phase l (EIR certified in 2009) previously evaluated alternative locations for the future implementation of State Route (SR) 11 and the Otay Mesa East Port of Entry (POE), and selected the Western Alternative. The subject Tier ll EIR analyzes the proposed design alternatives for the new SR-11 toll highway, the POE and an associated Commercial Vehicle Enforcement Facility (CVEF), including SR-11 connectors to SR-905 and associated modifications to SR-905.
