Reasons for Exemption
The proposed project is exempt from CEQA under Section 15332 - Class 32: Infill Development Projects. The Class 32 exemption provides for projects that are (1) consistent with the applicable General Plan designations and all applicable General Plan policies as well as applicable zoning regulation; (2) located within City limits on a site of no more than five acres; (3) on sites with no value as habitat for endangered, rare, or threatened species: (4) where approval would not result in any significant effects relating to traffic, noise, air quality; or (5) where the site can be adequately served by all required utilities and public services. When this project was reviewed in 2003 and 2006, the City identified this project as being exempt under the Class 32 exemption. There have not been any changes with regard to the status of the project site or changes in the character of the project itself. Therefore, the Class 32 exemption still applies, this exemption is applicable to the tentative map extension, and no further environmental review is necessary.
