Document Description
The Hemet Unified School District is proposing the modernization/renovation of existing buildings and facilities, and the construction of two new classroom buildings, a new theater, multipurpose building, swimming pool and equipment room, service yard, and parking and student loading area. The project would also reconfigure the mid-street crosswalk that provides primary student access to the school's stadium and overflow parking area north of Stetson Avenue. The reconfiguration is intended to increase student safety. The new permanent classroom buildings would replace all but approximately seven of the portable classrooms presently at the school. While the project would include up to ten new classrooms, these additional teaching stations are intended to relieve existing classroom overcrowding and are not intended to accommodate additional enrollment. The school's student population would, therefore remain unchanged. A description of the proposed project and the existing setting is contained in the attachment to this Notice of Exemption.

Categorical exemption Class 14 (Section 15314) permits "minor alterations to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25 percent or ten classrooms, whichever is less." The proposed project has been examines in the context of this Section and has been found consistent with these criteria. Further, the application of this Section of the CEQA Guidelines is not barred by an exceptions set forth in Section 15300.2. In addition, Section 150619b0930 provides further guidance in the determination of whether an action is exempt from CEQA, stating, "CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA."
