The proposed project is exempt because the improvements are located in an area of the project sire that was previously disturbed and the improvements are intended to enhance the area in terms of recreational opportunities for the general public and hotel guests and to enhance biological resources by diverting sheet flow to a drainage channel that will serve as a bio-swale by eliminating certain pollutants and sediments from entering the ocean. The proposed improvements are considered minor in nature.
