Document Description
The WMCCP is a green materials composting operation, operating under the CIWMB "notification" regulatory tier. The project involves conversion of an existing on-farm composting operation to a green materials composting operation in order to enable processing of green wastes and equestrian wastes via co-composting with dairy wastes. The purpose of the project is to provide a local recycling opportunity for local green and equestrian wastes, facilitate nutrient management activities on the dairy, provide bedding materials for the dairy, provide compost for local agricultural and horticultural uses, and provide greenhouse gas reductions via enhanced soil carbon sequestration. The project will benefit the partner dairy local green waste producers, the County of Marin, equestrian facility operators, the local agricultural community and the general community via air and water quality improvements and atmospheric carbon sequestration.

Reasons for Exemption
The project is being carried out as a modification to an existing on-farm composting operation at the partner dairy. No significant changes to compost operations other than an increase in volume are involved. Volume will remain below the "notification" regulatory tier requirements of the CIWMB, as administered by the Local Enforcement Agency, the Marin County Department of Environmental Health. The project is thus exempt under section 15301. Site developments involve only minor alterations to land, exempt under section 15304.
