Document Description
The Board of Directors of the Rossmoor Community Services District took action on October 14, 2008 to authorize the General Manager to pursue grant funding for the rehabilitation and reconstruction of Field 1 at Rush Park for softball use. Rush Park is currently developed with sport facilities, including a turf softball field and backstop. If grant funding is obtained for the project, the project would repair and replace facilities at Field 1 for softball activities. Field 1 would not be a full-sized softball field, but would instead provide a small-scale softball field for youth activities. The beneficiaries of this project would be the community and youth in the Rossmoor area.

This project would repair and replace existing sport facilities at Rush Park to better accommodate youth softball. These repairs would include the replacement of existing turf and backstop and the installation of fencing and dugouts. Accordingly, this project maintains and updates existing park facilities and so is exempt from environmental review under CEQA pursuant to State CEQ Guidelines §15301. Additionally this project includes the replacement and reconstruction of existing park facilities, such that it is exempt from environmental review under CEQA pursuant to State CEQA Guidelines §15302. Additionally, the installation of these park facilities will require only minor alterations to the existing park lands and will not require the removal of an mature trees, such that this project is a minor alteration to land and exempt from environmental review under CEQA pursuant to State CEQA Guidelines §15304. Finally, there are no unusual circumstances, environmentally sensitive area, cumulative impacts, or other significant effects that could otherwise make these exemptions inappropriate pursuant to State CEQA Guidelines §15300.2
