Document Description
Bartlett Avenue Improvements. The first component involves the extension of road pavement to complete Bartlett Avenue connecting Verbena Road to Aster Road (see Attachment 1). The proposed extension will consist of a two lane road (total pavement width 26 feet). A portion of Bartlett Avenue on the north side between Cypress and Aster Roads is paved. This project will complete the paving along this portion of Bartlett Avenue and will significantly reduce dust problems associated with the unpaved sections of this road.
Cross Drain Improvements. The second component of this project involves saw-cutting existing and installing cast iron drains across existing concrete cross gutters at five roadway intersections (see Attachment 2). This will enable nuisance water to drain into the existing roadway. The project will enhance roadway safety by improving the effectiveness of the cross drain system.

Reasons for Exemption
This project is classified under section 15301 Existing Facilities of the California Environmental Quality Act as a Class 1 (c) exemption. This categorical exemption consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The type of "existing facilities" that this project falls under is found in subsection ©. Subsection © applies to existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety).
The two components of this project qualify under this exemption for the following reasons:
Bartlett Avenue Improvements. Bartlett Avenue is an existing roadway. The paving of this section of Bartlett Avenue is a continuation of an existing street and will not result in a roadway that is designed for higher traffic volumes. The City of Adelanto General Plan Update (1994), Circulation element designates Bartlett Avenue as a Major Collector. Therefore, this project component would not be considered an expansion of an existing use.
Cross Drain Improvements. The second component of this project, the installation of cast iron drain across existing concrete cross gutters, is considered a minor alteration of an existing public facility.
