Document Description
The subject of this EIR is the proposed revision of the Housing Element of the San Francisco General Plan (General Plan). The Housing Element is a policy document that consists of goals and policies to guide the City and private and non-profit developers in providing housing for existing and future residents to meet project housing demand, as required under Government Code section 65580 et seq. State law requires the housing element to be updated periodically, usually every five years. The City adopted a Housing Element in 2004, updating the 1990 Residence Element. Subsequent to adoption of the 2004 Housing Element, the California Court of Appeal determined the Negative Declaration prepared for the 2004 Housing Element inadequate, and directed the City to prepare an EIR for the 2004 Housing Element. Meanwhile, the City has undertaken a subsequent planning process and prepared the next update of the housing element, the 2009 Housing Element. This EIR is intended to satisfy the City's legal requirements for preparing an EIR on the 2004 Housing Element and also anaylzes the environmental effects of the 2009 Housing Element.
