The City and County of San Francisco is preparing an Environmental Impact Report (EIR) for the 2004 Housing Element, a proposed usdate to the 1990 Residence Element of the General Plan. The Housing Element is a policy document that consists of goals and policies to guide the City and private and non-profit developers in providing housing for existing and future residents to meet projected housing demand, as required under Government Code section 65520 et seq ("State housing element law").
