Document Description
The proposed project would allow for the development and operation of a gasification project as part of the existing Liberty composting operation (conditional use permit (CUP) 5, Map 28). The proposed project will add a gasification facility that could gasify 657,000 tons of feedstock in three bubbling fluidized bed reactors fitted with heat recovery boilers producing steam used to drive three steam turbine generators, each producing 6.5 megawatts (MW) gross of electricity, for a total of ~19.5 MW gross of renewable electricity. Approval of a Tentative Parcel Map 11974 would in the future, divide the property into two separate parcels. In addition to the Parcel Map, the requested entitlements include a modification of Liberty's current CUP 5, Map 28 and a revision to Liberty's existing Solid Waste Facility Permit #15-AA-0287 for the LCI composting operation to include the proposed project as a Large Volume Transfer/Processing Facility. An amendment to the Kern County Nondisposal Facility Element will also be needed to include this gasification project along with the existing composting facility.
