Document Description
The project would amend the City of San Marcos General Plan and Heart of the City Specific Plan to allow mixed-use development on approximately 194 acres. The site lies within the Heart of the City Specific Plan area within the Barbam Dr/Discovery Community Plan and is designated "Business Park", "Neighborhood Commercial" and "Specific Plan-Health Care Campus". The proposed amendment would change the land use designation to Mixed Use and would rezone the area from Specific Plan Area-Business Park and Neighborhood Commercial to Specific Plan Area-University District Mixed Use. Specifically, the project would develop 2,600 mixed-use residential units, 800 student housing units, 40 hotel rooms, 638,000 sf of general office, 300,000 sf of medical office, 1,000,000 sf of mixed-use retail/commercial, 30,000 sf of community/civic uses, 25.33 acres of parks/paseos/plazas and urban open space and 15.1 acres of preserved open space. There is also an option for an elementary school.
